Couple Charged in Death of Daughter

A West Columbia man and his wife are facing charges of homicide by child abuse after the death of their 13-month-old daughter.

The Lexington County Coroner's Office says Madison Garcia died on September 2nd from cardiac arrest that was caused by chronic malnutrition and dehydration.

The infant weighed more than six pounds at her birth, but only slightly more than nine pounds when she died.

Arrest warrants allege that between July of last year and the time of the girl's death, 33-year-old Filiberto Garcia and his wife, 42-year-old Tracy Roach, showed “extreme indifference...and lethal neglect” to their daughter.

In addition, arrest warrants allege that the 13-month old child had not received medical care since November 12, 2012, and had been left unattended for about nine hours on the date of her death.

The father says he found the girl unresponsive in her crib.

Investigators say the girl had Down Syndrome, but it's not clear if she was neglected because of that condition
